Executive Summary

PROLOGUE :: WHAT IS LEADERSHIP FOR?

We in the West have been conquered by Hierarchy top-down mindset, “Never mind people.”

If you don't believe this, go call your City Hall, your bank, AT&T the phone company, and ask two unrelated questions. You will be on the phone for an hour, at least, won't you? Switching from operator to operator, all of whom claim, "I dunno, I dunno who knows".

If you have a computer, go search on the concept of "hierarchy," and you will see millions of entries with no focal point. They don't know nuthin', they don't want you to know nuthin', and they challenge you, to find out what is true in an abyss of millions of entries.

That is the state of industry and top-down Chaos thanks to infiltration by a hiearchy paradigm straight out of Maritime-Admiralty Law in which people subject to a product or service are never consulted whether that product is working acceptably or not; especially since concepts like pursuing Truth, Justice and Fairness are done for--politically speaking--telephone answering is now left to adolescents with scripts.

They have brought us down into an incompetent level of Oblivion, where nobody knows nuthin'. No business or responsible Leader or Monarchy can operate this way.

We can turn this around with semantic-organizing tool, just as medical-disability coding for insurance companies is a new condition-organizing industry.

PROBLEM DEFINITION : WHO KNOWS WHAT’S GOING ON?

Telephone systems' designers and engineers never consulted with populations their systems serve -- the people who have to call into their automatic answering devices -- to see whether the outcome of such calls was satisfactory or not.

It is NOT satisfactory, to be handed around, switched around, given long DRONING lists of irrelevant information and generally lose the focus of a caller's call!

This will not do, and it is not necessary, business-like or even, polite. Organizing serves to return telephone switching to satisfying queries as well as serving industry needs for technical compliance and accountability. Leadership need only reveal what is appropriate, to the public, at any given time.

"Live Help", being a text-in, text-out system of data retrieval, can become the next best thing to a real-live conversation with company management -- never mind -- support staff. Or, at the next level, "synthesized speech" can fool even the competent caller.

CREATING COHERENT SEMANTIC TOOLS :: AN AI WEB-SITE, VIDEO, Interactive Conference Tools. We will develop Semantic and Accounting tools to coach Britains & business to maximize Harmony among and between British and multi-cultural elements, to bring British Ethics and relation­ships to Military Ethics and Ethics of the Parlia­mentary State to fruition in State­craft. Our products are educational : British role-modeled World & Moral Lead­ership tools--as advisory to Neighborhood Councils, Parliamentary Dis­tricts, and with Monarchy serving as Ombudsman, Arbiter, Facilitator of Checks-and-Balances at issue. Monarchy is owned in Britain by People who subscribe to it and by People who run it as a system of cultural exchange, just as Disneyland is owned by its subscribers, managers, stock holders and board of directors. It is thrifty, cooperative and information-sharing in its methodologies. The era of top-down dictatorship is over & done. What do you think the future holds? How often do customers & clients get lost in phone oblivion, Help Files, FAQs Files or  Search Engine?  Customers with cash, want straight info -- NOT detours or interminable texts. When a company's Operator says to me, "This is what I can do for you." This is GAS-LIGHTING. Or, "I'm so sorry you feel that way." Or,  "I don't know, that's not my job"-- I'm finished dealing with that Company entirely, because they're not demonstrating knowing how to respond to ANY customer -- not just to me. The purpose of this method of organizing data is to conserve business relation­ships in these difficult times -- by responding coherently to customers instead of blowing customers off with, "I dunno know!"  Frustrated customers leave. Why do they leave?  Their questions don't get answered; and they don't know where to go NEXT.  ELIMINATE CUSTOMER FRUSTRATION - Professional language, jargon and know­ledge can now be coded into functionally-coherent PRIME sets, placing synonyms together, and parsing language separately in accordance with prime number functions.  This is done to enable transparent queries into any system.  Let customers have immediate satisfaction for their questions and service inquiries.  BE EASY TO DO BUSINESS WITH - Shorten the distance between customer inquiry with a complete and correct response (automatically generated as text or voice). This method im­proves and maximizes a diminished scale of Customer Service staffing, call centers, training programs, Help files, FAQs databases, and any data system that requires laborious research skills to navigate.  FIBBER MCGEE'S CLOSET wastes every one’s resources  Goals and Objectives: Reduce the redundancy of search enquiries 90%. Speed up inquiries, reduce research time and trouble.  Objective : Replace Customer Sup­port, internet, intra-net dead-ends; and cul-de-sacs with imme­diately satisfying replies.  Business Philosophy: "What's important in a deteriorating busi­ness environment is that con­tacts connect, knowledge conveys, and enterprises cooperate together. "  A Corporate Monarchy Description :  There are three primary tactics that must be employed to bring a Monarchy under the Rule of Maritime-Admiralty Law. 1. Authority must be made answerable and accountable for effects & out­comes by the fact that whistle-blowing and violations of confidentiality are allowed, acknowledged, recognized and rewarded anonymously according to the severity of the outcomes experienced. 2. Behavior at every level and platform of the Hierarchy must be taught in terms of physical Causes, Effects and Outcomes to be noticed and dealt with at all times. Ideology for the sake of ideology will not be tolerated. 3. Teachings, policies, processes, procedures, practices must be consis­tently taught and practiced top-to-bottom so that a sense of Coherence obtains. In fact, service staff yearn for directives to make sense fairly and logically. A. A corporate structure for labor must be put in place by design to build telephone systems that solve problems instead of gas-lighting & frustrating. B. Theory of Op (which was granted Provisional Patent status in 1998) will be renewed as a new Patent Application by legal assistance of a good Patent attorney.. C. The current state of the Theory is that English verbs must be coded for salience with business, industrial and professional communities. One or more persons familiar with Prime Number Theory can do that work, according to standard Prime Number functions Theory. D. With inter-salient codes, clients in the business community wanting to improve their customer com­mu­nications can be sought and found who want to improve tactical communi­cation skills of their telephone systems, in conjunction with corporate interests who supply systems for testing. This is due to a primary target, "satisfying the customer" used as a bottom-up vertical market with consumers at the bottom of the pile -- not corporations producing mechanized and impersonal strategies to control telephone calls, top-down. E. Numerical (prime-number-to-function) ad-ons for vulnerable industries will be inferred for clients of companies that build and distribute telephone systems, and three discrete semantic routines introduced into their [NUMBER] switch­ing sequences, to improve Salience and Tact [customer-acceptability] cost-effectiveness of answering systems. (Later, the technique will be adapted to software Help and FAQs files and Search Engines of all kinds -- having been proven in practice.)  Clients :  The Monarchy will serve as intermediary at the same level as Telecom Consul­tants, but we will write new operating [salient-coherent NUMBER] codes for telephone systems switching. FIRST:  telephone answering systems and their distributors in Europe and the UK shall vest their populations with the expectation of Excellence. SECOND: software developing corporations wanting to slim down their very bulky Query systems : Microsoft, Apple and the Open Source marketers of information technology will be deterred from mechanizing for its own sake. THE coherent organization of DATA will be needed and useful."  Competencies. I've been doodling with numbers since I was a kid:  computa­tions, Bible prophetic numbers, Hebrew numerology and prime numbers.  It's an obsession of mine. The Universe paradigm for commu­nicating functional relations appears to be these applications of PRIMES: "I understand how the first 6 prime number doublets comprise an alphabet of whole functions in the Universe;  understand the basic function of parsers and how they operate to articulate a meta-language when used with a standard 3-column spreadsheet; that the coding system is what does the work.  That's all I do. This is the sort of path i recommend if we cannot use expressions in openoffice, but i'm partial to php. These steps are virtually the same no matter what language you use: pull file into array (buffer), manipulate, output.  What factors will make this Monarchy succeed where others failed? Responsiveness to the market seeking cash customers who have money to spend in a tight economy.  Competitive strengths :  Telephone answering systems have reached a plateau in their ability to "hear" customers.  This system is the NEXT STEP to enhance support services' outcomes while reducing size and costs. Search-engine and Help files navigation has been increased manyfold.  The only people who don't want this to happen will be those who are vested in building more and more hardware, namely Google & Microsoft -- especially memory chips and Cloud installations. Pricing, fee, or leasing structures :  Primary revenue is for services--not applied as taxation. Secondary market for joint venture propagation :  software patent licensing of completed and platform-compatible add-ons (DVD software) marketable at Amazon, Best Buy, etc.   This is a very large market.   "Every profession needs to be able to speak to its customer base with coherence, with correct information and tact." Worldwide Marketing Plan : Worldwide internet via our web-site and a shared venture with Communications Technologies' distributors, eg, the consultants who string together telephone hardware and who fill the empty buckets of knowledge about each company that its telephone system ought to satisfy. They too have been impervious to the frustration of their customers' customers. Market research - This is the way things have to move : to simplify the process : Otherwise, connections, access, and cooperation become more and more difficult; and unrealizable.  This is the way to computerize customer service and replace human operators who don't know the composition or functions of their own company; this is now critical. Economics : Facts about our times:  There is a worldwide recession and downsizing effort to minimize labor, making data retrieval more critical.  Up til now, nobody pays attention to the end use customers, who are sick and tired of wasting their time messing with stupefied phone systems. Customers querying small and large businesses connected on the internet are not finding what they are looking for because the operator doesn't know, or because they happen to enter into the wrong level in a search engine, or because the subject of their call isn't in, nobody knows who's in or who's not in, nobody knows who else is available. MY prime-function search engine method can be entered to at any level in any matrix with the same positive result: caller gets to the information whether they can reach an individual or not.   "What percentage of phone messages and emails are left unresponded to in your organization? The percentage of un-responded to inquiries is a dismal accusation against business courtesy and competence." The only barrier to improvement in database construction is relative to STATUS QUO INERTIA.  The cost of implementing a single application of this theory of operation will comprise about $150,000 per PROFESSIONAL application; the repro costs after that are $1 a DVD, practically insignificant, as a secondary market. Other possible APPLICATIONS of this theory, in practice because the market is huge for data-simplification.  l Providing software AD-ONs for telephone answering systems, to actualy answer queries, for different platforms, in a progressive, top-down sequence of steps. l Customer service on-line, by robotics. l Improve database navigation and accountability in secure environments by eliminating redundant categories. l A NEW PARADIGM entirely for language-to-language translation, any language format to any language format.  Text to pictorial is no problem. l Conversation to spoken (Eliza) programs, very compact, very exhaustive. l Technical training by remote log-in, that challenges what the students knows, at their own pace.    CODIFICATION : INTEGRATION : IMPLEMENTATION   From the client's point of view, they are asked to provide two weeks' transcripts of their telephone system interchanges, glossaries, transcripts of cases, the raw data from which the functional database elements is constructed, the baseline GLOSSARY.   Once that Glossary is coded according to the prime number theory of functions, then a parser is constructed to append and facilitate conversation to the database core.  That work takes about six months with the services of a coder, an IT consultant (for the correct OS in use by the customer), and a parser specialist to hook-in the database utilizing man-machine interface tools; whether video, audio, keyboard, cartoon, or anything.    The process of setting up a single comprehensive application takes about six months and costs about $150,000 to $250,000 depending on whether its Glossary is comprehensive or perfunctory, scientific or com­mercial.   Each archetypical industrial client will have a customized application; but all applications will operate from the same theory of op and the same coding for functions, so that in theory, all applications ought to be able to get hooked together, as a complete "HAL."  In theory, the database can be updated with new functions, places, operatives and relationships; daily, once an application client has been trained in its maintenance and repair.   Features and Benefits : Provide Immediacy and Coherence to Customer Calls for Information. Decrease costs of incoming calls, demands for computer space and bad experiences with naive operators; preserve customer goodwill.  Clients : This is important.  Our market is the survival interests of our populations who want to receive a respectful reply. We can go the next step and use robotics to communicate verbally, as text or speech-to-text-to-speech, with a purpose of their own.  For now, these are English-language marketplaces; however, a prime number theory of semantics can be spread to other languages, as we grow.   Competition : There is no competition in the present marketplace confronting bulky top-down systems.  Calling Customer Service is all you now are able to do.  Or Googling a search engine.  Or clicking on Help File ("Rotsa ruck!") Price : $150,000 to $200,000 for a six-month major application license for a comprehensive system, including time and services of project management, accounting, coding, IT specialist and parser(s) integrater; and this depends on the size of the Industry Glossary to be coded functionally. Small applications software DVDs can serve the secondary market for already-codified disciplines.  Quality : There's only one quality: te system has to work effectively, to answer questions by users.  Nothing else is acceptable. DATA Selection : Selection of Glossary elements is at the Client's discretion; however, more questions will be addressed with a comprehensive Glossary than can be addressed with a perfunctory Glossary.  And of course, new and additional elements can always be patched in.   Service : We service those clients with whom we contract to develop an application.   Reliability : The client is responsible for the completeness of their Glossary so that every functional element which the database includes, also has a function code.  Partial functions don't work very well.   Stability : We'll keep copies of our work, in case our Clients lose theirs.   Expertise : IT expertise, parser-platform integrator expertise, coding expertise and man-machine interface expertise are separate issues addressed by Management and Accounting.   Location and Appearance : A conventional software start-up or other compatible location (in UK?)   Sales Method : by sales contract, with 1/3 of the cost up front, 1/3 at three months, and 1/3 upon installation.  Repairs and changes are gauged, as to who caused the problem.  A residual fee of 2% of the client's telephone bill per month (audited monthly) shall serve as an an ongoing License Fee.  Credit Policies : Credit is up to the client company, to obtain.   Advertising : Trade shows and Conference demos, four to six per annum.  Image : This is a "behind-the-curtain" function of corporate management. When customers calling into a corporation are outraged by its perceived "lack of responsiveness," the company reputation suffers. In this case, a whole new paradigm for effective problem-approach becomes imperative.  You just can't have operators answering the phone most of the time, telling custo­mers, "I don't know what you mean; I don't know to whom you want to speak."  This isn't good for anybody's business.   Promotion : Primarily for starters; Networking trade shows, Corporate Conferences, and Customer Service contacts. The first application contract, of course, will be the hardest to win. I think the VC world is where entrepreneurs are looking for new and more efficient ways to do business in the Global economy.    Since our paradigm requires a corporation to submit a Glossary of its own language, as time passes, their system will need to evolve and grow.  We want and expect to be able to keep servicing our primary Applications, over decades to follow, on a per diem consultancy basis, as needed. This would be over and above the 2% residual paid for licensure on joint-venture software we develop with corporate accounts.  Promotional Budget $1000 per trade show or conference, four per year, to keep the concept of "functional prime number data streams" before the entrepreneurial public.   Pricing : Based on time and experience coding the "Cosmo" prototype program, I estimate that any single [normal-sized] commercial application will take about six months to manifest with a staff of three.  Three staff working members at $50K per year is not expensive software development, not in anybody's market.   Will clients make their purchase decisions mostly on price? : Absolutely not.  They make their decisions based on how much affected by angry and disappearing customers.   What will be customer service and credit policies?  : VC or corporate, 1/3 on order, 1/3 half way through and 1/3 on delivery.   Proposed Location : Not specified; however, any of these systems can be developed at distance with 2 weeks'phone transcripts, with occasional visits.   If customers come to our place of business, it's got to be a comfortable workspace.  Let’s allow Language & Semantics to work for Global Covenant Business, Peace & Harmony--not for more Chaos & War. Distribution Channels in Telecom and Internet Search Companies: Our own staff (technically-savvy) will also serve as sales force with the Marketing VP, initially working at trade shows and conventions.  This is to ensure that applicant companies' who want to create order in their semantics are answered intelligently and completely. OPERATIONAL PLAN  :  daily operation -- locations, equipment, people, processes, and environment.   ROLE FUNCTIONS: The Queen or King, head of state of the United Kingdom and of 31 other states and territories, is the legal owner of about 6,600 million acres of land, one sixth of the earth’s non ocean surface. These lands are held in trust for future generations; they’re not for use or exploitation in the present generation. except at specific direction of the Monarch. This is WHY Royal Conservancy Lands are relatively INTACT, untouched. There are no local ordinances or statutes that allow these lands to be spoiled, wasted or polluted. This is not a bad situation; no, it is Conservation at its best, and everybody knows this. Palaces are nothing but untouched cooperative communities, not yet exploited to the full. Farms are breeding grounds to keep traditional bloodlines safe. Royal warrants are granted to enterprises that are fundamental to British culture. Database developer and Assistant : Writes and assembles the database from prepared transcripts, glossaries and specifications. from the perspective of the INFORMANT.  IT Specialist : prepares parser applications as a robotic INFORMANT, to work from the client's OS, vis Apple, MS or Open Source.   Parser Programmer : takes the developed database, and with input from the client, creates a man-machine interface to make the system transparent to users, with our without visuals, with or without speech recognition and synthesis, with or without intervention feedback.   Marketing VP : responsible to line up four major corporate clients per year during the first two formative years of the Company's operation. After that, terms are negotiable.  Additional staff may include Project Manager/Accountant (rather than the CEO serving as Bookeeper); specific OS applications programmers; telecomm consultants (where telephone systems are being re-programmed).  Production : where all these functions intersect.   Location : Small office for four individuals in an "executive suite" situation where there are the fewest distractions.   Physical requirements: 800 square feet office space $1.75 to $2.00 per square foot all services provided, like telephone answering, utilities, janitorial and mail services.    Access is not an issue except for a local hotel to house a consulting client's represen­tative for a few days at a time.  We are already close to everything. Business hours will be 24/7 while we're developing the first application.   Cost : $1400 a month for the location, all expenses paid in San Jose California.  Staffing : $40,000 a month minimum salary/tax requirements for start up staffing (3 individuals plus CEO/inventor).  This is bottom-line survival money, til the first few applications go public.   Legal Environment : Intellectual property Law will be a concern, for each major application must have its own patent. Permits : Business license in Santa Clara County, with all Health, workplace, or environmental regulations applicable thereto. Pay structure : 1099, by contract, for starters.   Training methods and requirements : Everybody is on his own.  Who does which tasks? : Everybody does all tasks; everybody is expected to know everything at all times, no exemp­tions.  No job descriptions, no scripts, no inventory, no stock, no turnover, no suppliers.  I expect us all to work on two to three projects at a time, in any given year.  I also expect a two percent residual (based on secondary revenue) on each patent in which we participate as developers of this system for others.   Management and Organization : The principal grew up in the wholesale dry cleaning industry; adopted computer tech support environment in the 1980s.  Two of her three sons are competent to operate this business, although they are otherwise employed at this time.  Principal's resume attached as an Appendix. Personal Financial Statement : "All I have is what I know.  No assets, no liabilities."   Professional and Advisory Support :   Attorney  : Cost of an honest attorney, unknown. Accountant : Cost of an honest accountant, unknown. Insurance agent & Banker : I'm sure the V/C corps will have suggestions.  Consultant or consultants : One son of mine develops Open Source software for MS, Apple and Custom platforms; one son of mine develops OS software at Microsoft; a third son is CEO of his own software accounting-plumbing business that has branches in Ireland and Bengalore India.  I have plenty of computer help available; but this is my project, not theirs. I had this whole business together, office and staff, in 1992.  Our funding fell through. Emily Cragg   Objective : Office FORENSICS :  Find the “WHY” in the mess.   Qualifications ~*~ Decades' experience in solving Customer Care Problems, DOCUMENT ANALYSIS & CONTROL, Database Management, Hardware and Software Troubleshooting, Criterion-Referenced Instruction, curriculum development, paper-path analysis, conflict analysis, computer output analysis, business form development.  Correcting obstacles to company prosperity, what I do is seek and discover where company process and procedure are obscuring awareness, knowledge and feedback; rehearse processes to find broken links and reasons behind loss of a company's customer base; enable a transition from chaos to new stability. I fix trouble by tracing data back to “Reasons.”  Whereas, computer training is binary from Mager training onward and computer consensus methods like Warfield's Interactive Management do allow non-linear experiences to have equal weight with preferences, choices and polls; the resolution of problems has to be less expensive than full-blown corporate troubleshooting conferences. Office FORENSICS can determine patterns of neglect from data, directly.   Computers can't do everything; programming omits non-binary, non-linear functions such as: state, value, sense, safety, permission, awareness, perception, thought, sufficiency, challenge, trial, outcome, focus, arousal, option, experience and line-of-sight management; NON-linear, NON-binary functions, and Subjective judgments in every business domain. However, whatever a company is doing is either prospering its customer base or wrecking it. So let's go find where the pain originates. What I do is identify what is "missing" from computer linear, binary functions, and experiences that computer programs PRESUME UPON. I work inside the data.  The Method : Data Entry & Document Control 1. Placed at “data entry” position (where data reflects outcomes) eg., accounts receivables, collections, inventories, commissions, work hours, wherever outcomes are not as expected, I must be certain no staff realizes I am anything but just another data entry clerk, entering data into the system (and watching it). No need to cause more alarm. 2. It takes two to six weeks to identify the source(s) of bad numbers from patterns that emerge from the data entry function. About half the time when theft or fraud are in place, there will be an intermediate supervisor “protecting” the “bad data file,” and an upper management contact with a finger in the pie. Or, it may be that nobody ever realized the relationship between the data and the problem until now, or intermediate supervisors may be clueless but some manager is knowing. 3. The outcome is always chaotic in that things must change. When a problem is realized and is brought before the management team, somebody's ego always gets hurt for the problem to get solved. And that's how it is and that's why it doesn't succeed to be any company's direct employee. The bearer of bad news is always Number TWO to be shown the door.    Responsibilities ~*~     * Responsible for the validation and verification of relevant input data.     * Responsible for questioning outcomes, results and efficacy of policies that bear on data.    * Manage, communicate and respond to employees and management regarding coherence between data and their stated Mission State, procedures and policies.    * Prepare reports for management and supervisors to understand problems between data and policy implementation.  This is the easy part.    * Review and advocate a management response and evaluations, whereupon my skills were completed and I could leave and move on to the next task and problem.    * In this process I have accomplished the following: rebuilt Xerox's service documentation and parts distributions functions; caused Arlington County to reassess and rebuild their school lunch program; got Washington Gas to correct the overcharging of certain customers by an errant meter reader; reformatted the George Mason University Comm 100 course into a criterion-referenced self-paced computer format.  Experiences ~*~ Brought up in a wholesale marketing and real estate family, I was California Board-licensed to take over the family wholesale dry cleaning business and assist my father in his later years.  Contributed to Social Security starting age twelve. But routine business wasn't interesting enough. A larger scope for solving problems became an interest in itself over time. As Technical Representative and Trainer for Xerox Corporation, instructor in Communication at Geo Mason University and a student of Phenomenology (as Hussrl and Idhe devised it in Philosophy and as John N. Warfield, Prof Emeritus, taught in public policy venues) for George Mason University. Ethics ~*~ What became apparent in the late 90's was that certain business entities now favored a problem-creation approach as well as problem resolution. They actually cultivated a lack of awareness in staff and created problems they could profit from solving.
